In terms of the Indigenisation and Economic Empowerment (Foreign Participation in Reserved Sectors), 2025 as read with section 67 of the Finance Act, 2025 the below is a list of reserved sectors in Zimbabwe:

• Advertising agencies 

• Artisanal mining 

• Bakeries 

• Barbershops, hair dressing and beauty salons

• Borehole drilling 

• Brick moulding 

• Clearing and customs (except for international brands)

• Employment agencies 

• Estate agencies (except for international brands)

• Grain milling 

• Granite mining 

• Haulage and logistics industry 

• Pharmaceutical retailing 

• Provision of local arts and craft: marketing and distribution 

• Quarry mining 

• Retail and wholesale trade

• Shipping and forwarding 

• Tobacco grading and packaging 

• Transportation: passenger buses, taxis and care hire services (except for international brands)

• Travel agency business

• Valet services.
