School Fees and Levies in Zimbabwe

The Education Act [Chapter 25:04] which regulates all issues pertaining to basic education in Zimbabwe does not provide a definition of the terms ‘levy’, ‘levies’ or ‘school fees’. In Zimbabwe school fees are deposited into a School Services Fund. Levies are generally paid to a School Development Association (SDA) or Parent Association (PA), with levies set by the majority of parents or legal guardians of pupils of the school to meet the reasonably anticipated expenses, costs and charges of administration i.e., the payment of remuneration for the teaching and non – teaching staff employed by the school, the maintenance and development of school facilities, the purchase of equipment, books and other teaching material, the payment of goods and services supplied in respect of the school and other matters relating to the day-to-day operations of the school. see Chivore v Vainona Primary School Parents Association 1992 (1) ZLR 322 (S).
